The creation of Anime is a strange tradition - you can develop extremely detailed and complex images in the style of Katsuhiro Ôtomo, or you can go for much simpler fare and draw pocket monsters.  Either way, you are drawing in the distinctly Japanese style.  If, however, you have neither the time nor willpower to go though our full-fat Anime Eye Tutorial, you may be interested in a quicker method.  The following tutorial is designed to be accomplished in under 5 minutes, and was completed in Photoshop 7 (although I'm quite certain you can do it in any Photoshop version). No filters or complicated tools are required, and steps will be explained simply. Soooo... lets get onto the eye :).
 

Part 1 - Creating The Eyebrow Step 1: Create a new blank document of a suitable size and add a single new layer called Eyebrow.  My canvas was initially 1024px by 768px, but I cropped it later. Grab your Brush Tool and set it to a size directly relating to the thickest part of the eyebrow. Enter the brushes palette, enable the Shape Dynamics section, and set the Size Jitter Control to Pen Pressure. Ensure your Eyebrow layer is selected in the layer palette, and use the Pen Tool to make a pen path resembling the one here. To create the eyebrow shape itself, right click on the path with the pen tool still selected and select Stroke Path. Choose the brush tool and ensure that the Simulate Pressure checkbox is ticked before pressing OK.

Step 2: Repeat the above step on a much smaller scale to create the the individual eyelashes. Nothing fancy is needed, and everything can be done in the single Eyebrow layer.

Step 3:  Easy isn't it?  Now use the  pen tool again to create the line that appears under the eye.  Your eyebrow should now be complete - the tutorial up to this point shouldn't have taken more than 1 minute if you are competent in Photoshop.

Part 2 - Creating The Eyeball Step 4: Create a new layer underneath the Eyebrow layer called Eyeball and select it in the layers palette.  Grab the elliptical marquee tool and create a circle while holding shift.  A small part of the circle will stick out above the eyebrow - you can just delete that part with the eraser tool. Create a cut-out for the iris using simple complex-shape creation methods. PS.  I won't explain in great detail how to create the complex shape of the eye, as this is basic knowledge and covered by another tutorial already.

Step 5: Create another new layer directly above the Eyeball layer but beneath the Eyebrow layer called Reflection, and make it the active layer.   Now create the reflection of the eye with two ovals created with the elliptical marquee tool, filled with a pure white color. Yes, its THAT simple!

Step 6: Now on to the last part! The colour! Create a new layer behind the eyeball, select it in the layers palette, and fill the area left for the iris with a green color.  Grab the burn tool and burn the centre area of the iris to give it a little depth. Then use the dodge tool to make the edge  lighter.

Part 3 - Final Touches Step 7: This step is optional, but if you want a more detailed iris, just repeat the technique in steps 1 and 2 with small paths and brushes to re-create the little detailing as seen on the left.

Step 8: And its done!   You should now have an image resembling the one on the left.  Now all that's left for you to do is create a duplicate and mirror it horizontally (so that you have two eyes), and place them on your anime character.  Perspective can be added easily via Edit > Transform > Perspective in the main menu.
